What the U.S. government requires
You must satisfy two separate federal systems before flight training. This page tracks both. Official submissions happen on the government portals — we do the record-keeping, verification, and audit trail your school must keep.
1 · TSA FTSP (formerly AFSP)
Security Threat Assessment for every non-U.S. citizen. Category 3 covers PPL, Instrument, and Multi-Engine in aircraft ≤ 12,500 lb. You must hold a Determination of Eligibility before training. Portal: fts.tsa.dhs.gov
2 · Student visa & SEVIS
Vocational flight training generally requires an M-1 visa and a SEVIS Form I-20 from a SEVP-certified school, plus the SEVIS I-901 fee. Maintain status and program dates.
3 · Security Awareness Training
Initial and recurrent security awareness training is required and recorded (49 CFR 1552).
4 · Per-event requests
Each training event (SEL, Instrument, MEL) needs a separate TSA request. A photo is captured at the first lesson of each event.
